SUMMARY:National Safety Code Program Course\, Level II
DESCRIPTION:This full day course focuses upon National Safety Code (NSC) compliance and record-keeping with an emphasis on preparing to be audited by NSC auditors. \nCompletion of BCTA’s NSC Program Course (Level I) or a good understanding of the NSC Regulations is required for this Level II Course. \n\nRecords under discussion include:  Hours of service and what is required in terms of support documentation\, the hours of services in Canada and the USA\, driving North of the 60 Parallel. Maximum hours to drive in a day\, work in a day and deferrals as well as special cases such as adverse weather. \nVehicle records including: \n\nHaving a vehicle safety management plan or vehicle safety plan and how to write this plan\nVehicle maintenance records required\n\nDriver records: \n\nLetters of discipline\nPolicies and procedures manuals\nCompany reports that relate to the National Safety Code\nDriver assessments\nDriver abstracts and the frequency getting new abstracts\n\nHours of Service record-keeping \n\nWhat the hours of service are and how to monitor the hours for the drivers (these requirements are examined in detail)\nThe proper way to audit log books as they come through\n\nAll participants will go through the process of building\, managing\, and eventually purging NSC files.  Recall systems will be outlined\, which assist in expiring paperwork being brought forward. \nThe Motor Vehicle Act regulations will be studied to ensure that all participants understand the legal obligations under the NSC\, how its standards apply to all carriers\, and how the failing of an audit can adversely affect a carrier’s operations. \nThe carrier profile will also be studied to ensure that all participants can read and understand all aspects of the carrier profile. It is recommended that all participants bring a copy of their carrier profile to work on and to study. \nThis program is 8 hours in length and will be a lecture-discussion demonstration format.  All participants in this program will be required to interact during this program through group exercises and discussions. SUMMARY:National Safety Code Program Course
DESCRIPTION:NSC HOURS OF SERVICE\nThe NSC Hours of Service Session is designed for drivers\, compliance officers and record-keepers. The course outlines the National Safety Code’s Hours of Service standard. It examines the various cycles available\, exemptions\, and the correct use of logging hours. As well\, the course includes some information on US requirements and US regulations pertaining to electronic logging devices\, which is beneficial for drivers who cross the border. \nNSC COMPLIANCE OFFICER\nThe NSC Compliance Officer Session is the second topic of the day. This portion focuses on National Safety Code compliance – general and specific\, and looks at the ways in which an organization is affected by non-compliance. This session is designed for any person who has to act as a National Safety Code compliance/enforcement officer for a fleet. The training includes information on NSC aspects relating to pre-trip inspections\, driver evaluations\, driver reviews\, and dealing with other driver-related training problems\, Transportation of Dangerous Goods courses\, and remedial training drivers must take due to poor performance/records. The procedures for coordinating driver evaluations\, maintaining vehicle records\, and setting up driver paperwork and retrieval are discussed. \nNSC RECORD KEEPING\nThe NSC Record Keeper Session is the third topic of the day and focuses on the need for proper record-keeping practices. In a lecture-discussion format\, this training course looks at all National Safety Code paperwork requirements\, including driver abstracts\, driver files\, vehicle files\, National Safety Code Profiles\, and more. It outlines the creation and maintenance of a recall system to be used for drivers’ licenses\, vehicle files and insurance. Preparation for audits is discussed\, with the responsibilities of the record keeper outlined in terms of setting up and maintaining all files related to the National Safety Code. The record keeper’s important role in relation to the fleet is discussed. \nThe course has a quiz at the end\, to be marked and discussed in class. Participants are provided with attendance certificates. One requirement – successful completion of this free\, one-day course. \nThe CleanBC HDVE Program\, funded by the Province of British Columbia\, offers rebates for up to 30 to 50 percent of eligible costs for equipment\, to a maximum of $10\,000 per vehicle or $100\,000 per fleet. \nDuring the February application period\, BC carriers who complete this course may apply for rebates on approved fuel-efficiency equipment that promises documented savings in fuel usage and decreased greenhouse gas emissions. Eligible equipment includes wide-based single tires (445mm or wider)\, APUs\, selected aerodynamic devices and engine or fuel system modifications. Visit the CleanBC HDVE Program Guide\, for an updated list of eligible fuel-efficiency equipment. \nA BCTA membership is not required. The primary goal of Program Incentive distribution is to reduce GHG emissions from heavy-duty on-road commercial vehicles.
