The United Nations Office of Disaster Risk Reduction describes surprise as the new normal. What this means is that while modeling and metrics are still very important, we cannot assume that historical records are reliable indicators for future impacts.

This is resulting in situations where events impact a population while they are still recovering from or responding to a different event. As demonstrated by the current COVID-19 pandemic, in which we are all dealing with its impact plus other hazards, such as earthquakes and flooding.
